Infrastructure Engineers implement, manage and retire the infrastructure (including physical, virtual, networking and cloud infrastructure) that supports digital services.
Senior Capacity Manager will provide specialist capacity management leadership to plan, coordinate and deliver the CPU Right-Sizing package of work for the Service Management & Self-Healing Automation Project. The role will lead the analysis of infrastructure utilisation, baseline capacity profiles, platform data sources, right-sizing candidates and implementation pathways to ensure capacity is aligned to actual and forecast demand while supporting service performance, resilience and cost-effective use of ICT infrastructure
Key duties and responsibilities
- Lead the development of baseline usage profiles for priority infrastructure platforms, including CPU, memory, storage, network and transaction metrics where available
- Define the right-sizing assessment approach, thresholds, target utilisation ranges, review cadence and evidence requirements for production and non-production environments.
- Identify and prioritise right-sizing candidates across platforms such as OpenStack, VMware, Power Server, Solaris, OpenShift and other agreed infrastructure platforms.
- Confirm data sources, collection gaps and integration requirements needed to support reliable right-sizing analysis, including telemetry from Capacity Operational Monitoring Performance Analyse System (COMPASS), Dynatrace, Elastic, platform reporting and configuration repositories.
- Coordinate with platform teams, application owners, business owners, configuration management, change management and service owners to validate candidate servers, allocated capacity, high availability arrangements, failover requirements and future workload demand.
- Develop agreed right-sizing recommendations and implementation plans, including staged CPU reductions or increases, maintenance windows, monitoring arrangements and rollback considerations.
- Support the establishment of a repeatable monthly right-sizing cycle, including reporting, candidate review, stakeholder consultation, change record preparation, post-change validation and lessons learned.
- Maintain an auditable record of right-sizing decisions, stakeholder agreement, capacity changes, utilisation impacts, risks, constraints, benefits and realised or forecast savings.
- Work with Java Developers and COMPASS support resources to ensure right-sizing reporting, dashboards, extracts and repository requirements are available to support operational decision-making.
- Provide delivery status, risks, issues, dependencies and benefit reporting to the Director, Capacity Planning Services, SMART Project Manager, Technical Delivery Manager and ART stakeholders.
Technical Skills to be continued
- Experience working with infrastructure platforms and capacity data sources such as OpenStack, VMware, Power Server, Solaris, OpenShift, Linux, Windows Server, Dynatrace, Elastic, Grafana, COMPASS or equivalent tools.
- Ability to interpret capacity, configuration, application and business demand data to produce practical recommendations that balance cost, performance, resilience and operational risk.
- Strong stakeholder engagement skills, including the ability to work with platform teams, application owners, service owners, change managers, project delivery teams and senior stakeholders to agree implementation actions.
- Experience preparing technical recommendations, right-sizing schedules, change inputs, decision records, executive reporting and benefit realisation updates.
- Ability to support governance and assurance requirements by maintaining clear evidence, reporting assumptions, documented decisions and traceability from analysis through to implementation outcomes.
Technical skills
• Demonstrated experience in ICT capacity management, infrastructure utilisation analysis, performance monitoring and demand forecasting across large enterprise environments.
• Strong understanding of right-sizing methods, including analysis of under-utilised and over-utilised infrastructure, 95th percentile reporting, workload trends, utilisation thresholds and future growth assessment.
About the organisation

Essential criteria
1.Availability management: Level 5 (SFIA)Provides advice and guidance on the planning, design and improvement of service and component availability. Investigates all breaches of availability targets and service non-availability and initiates remedial activities. Develops plans for disaster recovery together with supporting processes. Manages the testing of disaster recovery plans.
2.Capacity management: Level 4 (SFIA)Monitors service component capacity and initiates actions to resolve any shortfalls according to agreed procedures. Applies techniques to control the demand upon a particular resource or service. Contributes to capacity modelling and planning. Supports the design of service component capacity.
3.IT infrastructure: Level 4 (SFIA)Provides technical expertise to enable the correct application of operational procedures. Contributes to the planning and implementation of infrastructure maintenance and updates. Implements agreed infrastructure changes and maintenance routines. Uses infrastructure management tools to determine load and performance statistics. Configures tools and/or creates scripts to automate the provisioning, testing and deployment of new and changed infrastructure. Maintains operational procedures and checks that they are executed following agreed standards. Investigates and enables the resolution of operational issues. Provides reports and proposals for improvement, to specialists, users and managers.
4.Problem management: Level 4 (SFIA)Initiates and monitors actions to investigate and resolve problems in systems, processes and services. Determines problem fixes and remedies. Collaborates with others to implemented agreed remedies and preventative measures. Supports analysis of patterns and trends to improve problem management processes.
5.Programming/software development: Level 3 (SFIA)Designs, codes, verifies, tests, documents, amends and refactors moderately complex programs/scripts. Applies agreed standards and tools to achieve a well-engineered result. Monitors and reports on progress. Identifies issues related to software development activities. Proposes practical solutions to resolve issues. Collaborates in reviews of work with others as appropriate.
6.Systems design: Level 5 (SFIA)Designs large or complex systems and undertakes impact analysis on major design options and trade-offs. Ensures that the system design balances functional and non-functional requirements. Reviews systems designs and ensures that appropriate methods, tools and techniques are applied effectively. Makes recommendations and assesses and manages associated risks. Adopts and adapts system design methods, tools and techniques. Contributes to development of system design policies, standards and selection of architecture components.
7.Systems installation and removal: Level 5 (SFIA)Takes responsibility for installation and/or decommissioning projects. Provides effective team leadership, including information flow to and from the customer during project work. Develops and implements quality plans and method statements. Monitors the effectiveness of installations and ensures that appropriate recommendations for change are made.
