The Parliamentary Document Management System (PDMS) is a key system that supports the workflow of a range of parliamentary and departmental documents, ensuring the timely exchange of information amongst. The PDMS supports 70 federal government entities with over 40,000 users at the UNCLASSIFIED and PROTECTED levels. The system provides an integrated document tracking solution, including management of document drafting, approvals and referrals to other agencies, maintenance of historical records, and search and reporting capabilities.  

As a Test Analyst (APS 6 Equivalent) within the Government Services Branch (GSB), you are responsible for delivering high quality testing and quality assurance activities across complex systems and business processes within an agile delivery environment. You apply sound judgement and strong technical expertise to ensure testing outcomes support business objectives and contribute to the delivery of reliable, fit for purpose services. 

You support a collaborative testing culture and help improve testing practices. You mentor junior testers, promote consistent quality standards in Agile teams, and ensure testing work is delivered on time and to a high standard, aligned with product and delivery goals.  

In addition, you build and maintain strong working relationships with testers, developers, and business analysts across the section and branch. You actively share knowledge, insights, and best practices, contributing to Agile ceremonies and supporting effective cross‑functional delivery. 

Key duties and responsibilities

Key duties and responsibilities include (but not limited to):  

  • Deliver end‑to‑end testing activities within Agile delivery teams, including system, integration, user acceptance, regression, and non‑functional testing.  
  • Develop, maintain and execute test plans, test cases and test artefacts that support iterative delivery, sprint goals, and release outcomes.  
  • Provide specialist advice on Agile testing approaches, tools, environments, and defect management to support continuous quality assurance.  
  • Plan and coordinate testing activities to ensure they are embedded early and delivered continuously across sprints and release cycles.  
  • Identify, analyse, and manage defects, risks, and quality issues, working closely with developers, business analysts, and product team members to support timely resolution.  
  • Mentor and support junior testers within Agile teams, promoting shared ownership of quality and consistent testing standards.  
  • Collaborate with business stakeholders and delivery teams to clarify requirements, validate acceptance criteria, and support user acceptance testing.  
  • Contribute to the continuous improvement of Agile testing practices, frameworks, and ways of working.  
  • Ensure testing activities align with organisational policies, standards, and assurance requirements, including security, accessibility, and data integrity. 

Highly desirable Criteria: 

  • Demonstrated experience working with large scale enterprise systems  
  • Proven experience testing complex IT systems  
  • Minimum 5+ experience in a testing role  
  • Strong verbal and written communication skills, with the ability to engage effectively with technical and non‑technical stakeholders 

Technical skills and capabilities required include (but not limited to):  

  • Experience using Azure DevOps for test management, defect tracking, and collaboration  
  • Knowledge of Web Content Accessibility Guidelines (WCAG) and experience conducting web accessibility testing  
  • Experience testing using assistive technologies, including screen readers  
  • Ability to create, review, and execute test cases and test scripts  
  • Experience with backend testing, including validation of data, integrations, and system workflows  
  • Experience conducting usability testing to support user‑centred design outcomes  
  • Demonstrated experience testing complex, large‑scale enterprise systems 

Desirable: 

  • Knowledge and experience with test automation, including supporting or maintaining automated test suites 

About the team

The PDMS section is responsible for the ongoing support and development of the PDMS, through regular releases and upgrades. The section is composed of Agency Engagement staff, Business Analysts, Developers, Testers, Project Manager and a Support team.

This role is a full-time role (8 hours a day) and will require ad hoc out of standard hours support, including weekends, weekday mornings and/or nights. Flexible working arrangements may be considered including hybrid working arrangement, however there is minimum requirement of 3 days a week in the office.
