Key duties and responsibilities

The Specified Personnel will be responsible for providing the following deliverables including but not limited to:

  • Delivering secure, scalable, and reliable AWS platform automation solutions through the design, configuration, and optimisation of cloud services that follow secure by design principles and departmental AWS enterprise patterns;
  • Ensuring compliance and security across AWS platforms by implementing and maintaining security controls, conducting regular audits, and aligning all activity with Commonwealth standards, departmental policies, and evolving compliance obligations;
  • Leading technical support for cloud‑enabled projects, providing expert AWS guidance, coordinating with cross‑functional technical teams, and ensuring cloud solutions are planned, designed, and implemented to a high standard;
  • Strengthening enterprise AWS capability by supporting product teams and consumers, enhancing self‑service maturity, and facilitating cloud adoption, education, and best‑practice uplift;
  • Driving strategic platform evolution by contributing to the roadmap for centrally managed AWS products and services and shaping the long‑term vision for departmental cloud capabilities;
  • Improving efficiency and value of the AWS platform by analysing operations, identifying optimisation opportunities, and implementing measures that enhance performance, reliability, and cost effectiveness;
  • Maintaining effective operational governance through clear backlog management, transparent prioritisation, and delivery of high‑quality outputs within agreed timeframes and budgets;
  • Supporting integrated cloud operations by ensuring effective connectivity across LAN, WAN, and VPN networks; 
  • Providing after‑hours support where required to maintain operational continuity.

Specified Personnel will be expected to transfer skills and knowledge to departmental staff and ensure appropriate documentation is stored in accordance with the Department’s recordkeeping policy and practices.

The Specified Personnel will also be responsible for producing the following deliverables, including but not limited to:

  • Documenting design and patterns for continued use;
  • Technical specifications using the Department’s templates;
  • Service design documentation.

All deliverables performed by the specified personnel must:

  1. be performed or delivered promptly and without delay in accordance with the timeframes notified by the buyer from time to time; and
  2. meet the assessment and performance criteria set out in any monitoring and performance assessment processes notified to the seller from time to time.

Technical skills

1. Expert proficiency across core AWS services and platform operations. 2. Strong cloud networking skills 3. Advanced cloud security capability, including IAM and security services. 4. Highly proficient DevSecOps capability, including CI/CD pipelines and security‑embedded automation utilizing Azure Devops. 5. High‑level automation and scripting skills. 6. Proven SME leadership supporting teams and enterprise cloud uplift. 7. Strong monitoring, observability capability

About the team

The Cloud Platforms Team is responsible for overseeing the departments multi-tenant cloud environments, providing the foundational platforms and centralised services to underpin the departments cloud enablement and capabilities.

About the project

The program delivers a wide range of infrastructure focused initiatives to modernise the platforms in which the Department builds its systems and applications on. As the Department continues to expand its business operations into cloud environments, the Branch requires the services of highly experienced AWS and Azure Cloud Experts to assist with building in house capability and to build and support cloud environments.

About the organisation

The Risk, Data and Insight Systems (RDIS) Branch delivers and maintains critical ICT systems capability to business areas across Home Affairs.

Essential criteria

1.Capacity management: Level 4 (SFIA)Monitors service component capacity and initiates actions to resolve any shortfalls according to agreed procedures. Applies techniques to control the demand upon a particular resource or service. Contributes to capacity modelling and planning. Supports the design of service component capacity.

2.IT infrastructure: Level 4 (SFIA)Provides technical expertise to enable the correct application of operational procedures. Contributes to the planning and implementation of infrastructure maintenance and updates. Implements agreed infrastructure changes and maintenance routines. Uses infrastructure management tools to determine load and performance statistics. Configures tools and/or creates scripts to automate the provisioning, testing and deployment of new and changed infrastructure. Maintains operational procedures and checks that they are executed following agreed standards. Investigates and enables the resolution of operational issues. Provides reports and proposals for improvement, to specialists, users and managers.

3.Problem management: Level 4 (SFIA)Initiates and monitors actions to investigate and resolve problems in systems, processes and services. Determines problem fixes and remedies. Collaborates with others to implemented agreed remedies and preventative measures. Supports analysis of patterns and trends to improve problem management processes.

4.Programming/software development: Level 3 (SFIA)Designs, codes, verifies, tests, documents, amends and refactors moderately complex programs/scripts. Applies agreed standards and tools to achieve a well-engineered result. Monitors and reports on progress. Identifies issues related to software development activities. Proposes practical solutions to resolve issues. Collaborates in reviews of work with others as appropriate.

5.Systems design: Level 5 (SFIA)Designs large or complex systems and undertakes impact analysis on major design options and trade-offs. Ensures that the system design balances functional and non-functional requirements. Reviews systems designs and ensures that appropriate methods, tools and techniques are applied effectively. Makes recommendations and assesses and manages associated risks. Adopts and adapts system design methods, tools and techniques. Contributes to development of system design policies, standards and selection of architecture components.


Successful applicant must work full time on site for 3 months or until they understand the department’s ICT landscape, requirements and project objectives. Flexible working arrangements may be considered afterward, subject to approval per the Department’s operational needs and Working from Home Guidelines. Contractors must be on-site in Canberra at least 3 days per week. Remote work costs (eg travel and accommodation, utilities, technical equipment etc) are the contractor’s responsibilities.
