Job Description:Senior Infrastructure Engineer

Key duties and responsibilities

The Specified Personnel will be responsible for providing the following deliverables including but not limited to:

  • Designing, developing and maintaining a complex network of IBM webMethods Integration Servers/Universal Messaging Servers and IBM App Connect Servers/MQ Servers supporting a number of high volume interfaces;
  • Designing, developing and maintaining a threat rules engine in a Command and Control environment implemented in IBM ODM;
  • Providing development and support for Business Activity Monitoring (BAM) components;
  • Providing input into capacity planning regarding IBM webMethods and IBM App Connect resource utilisation;
  • Managing and implementing various data and interface standards (particularly Maritime, Defence and NATO data interchange standards);
  • Managing and maintaining Northrop Grumman HCS\ICS Harbor and Coastal Surveillance/Integrated C4I Services (GCCS) Global Command and Control Services, vessel track management software and runtime environment;
  • Providing System Administration including Group Policy, Active Directory and VMWare;
  • Understanding of messages structures and formats.
  • Monitoring HCS/ICS (GCCS) components performance  and tuning (CPU, RAM & IO);
  • Providing input into capacity planning regarding HCS\ICS (GCCS) resource utilisation;
  • Designing, implementing and monitoring HCS\ICS (GCCS) maintenance schedules
  • Providing problem investigation support and rectification;
  • Planning and implementing product upgrades as required;
  • Preparing and maintaining relevant documentation
  • Being part of the 24×7 support team. Providing out of hours support, including a requirement to be on call, on a rostered basis. This entails:
  • Specified Personnel to be available, and in the ‘required state of readiness’ to perform extra duty outside of standard business hours;
  • The ‘required state of readiness’ includes the requirement for Specified Personnel to:
  • Respond within 30 minutes and be able to start an investigation for out-of-hours incidents.
  • Maintain compliance with the Department’s Professional Standards and Integrity Framework, which includes but is not limited to, ensuring services are not performed whilst impaired by any legal or illegal drugs and alcohol.
  • Specified Personnel will be provided with a mobile telephone while on call.

Specified Personnel will be expected to transfer skills and knowledge to departmental staff and ensure appropriate documentation is stored in accordance with the Department’s recordkeeping policy and practices.

The Specified Personnel will be responsible for producing the following deliverables, including but not limited to:

    • Technical Specifications;
    • System Design Specifications;
    • Technical designs and matrix’s;
    • Architectural documents and approval;
    • Work flows, events and sequence diagrams;

All deliverables performed by the specified personnel must:

  1. be performed or delivered promptly and without delay in accordance with the timeframes notified by the buyer from time to time; and
  2. meet the assessment and performance criteria set out in any monitoring and performance assessment processes notified to the seller from time to time.

Technical skills

Relevant experience with IBM ODM; IBM webMethods, IBM App Connect, Microsoft SQL Server, Java skills, support experience for Command and Control Systems, experience in complex application development and maintaining high volume and high transaction applications interfaces.

About the team

The Situational Awareness and Response (SAR) section within the Risk Data and Insight Systems branch is responsible for the development and sustainment activities of the National Joint Common Operating Picture (NJCOP), a Class 2 system that developed through the collaborative efforts between Department of Home Affairs and National Emergency Management Australia. The section also has the Maritime Systems team, which provides ICT development, support and maintenance expertise across the Australian Maritime Identification System (AMIS) and Enterprise Geospatial Platform in support of the Australian Border Force Maritime Border Command (MBC). These systems support MBC staff in undertaking civil maritime security operations to keep our border safe from illegal activities in the Australian Maritime Domain.

About the organisation

The specified personnel will be part of the branch that delivers and maintains critical ICT systems to business areas across Home Affairs, the Australian Border Force and the National Emergency Management Agency

Essential criteria

1. IT infrastructure level 4 Provides technical expertise to enable the correct application of operational procedures. Contributes to the planning and implementation of infrastructure maintenance and updates. Implements agreed infrastructure changes and maintenance routines. Uses infrastructure management tools to determine load and performance statistics. Configures tools and/or creates scripts to automate the provisioning, testing and deployment of new and changed infrastructure. Maintains operational procedures and checks that they are executed following agreed standards. Investigates and enables the resolution of operational issues. Provides reports and proposals for improvement, to specialists, users and managers.

2. Problem management level 4 Initiates and monitors actions to investigate and resolve problems in systems, processes and services. Determines problem fixes and remedies. Collaborates with others to implemented agreed remedies and preventative measures. Supports analysis of patterns and trends to improve problem management processes.

3. Systems design level 5 Designs large or complex systems and undertakes impact analysis on major design options and trade-offs. Ensures that the system design balances functional and non-functional requirements. Reviews systems designs and ensures that appropriate methods, tools and techniques are applied effectively. Makes recommendations and assesses and manages associated risks. Adopts and adapts system design methods, tools and techniques. Contributes to development of system design policies, standards and selection of architecture components.

Due to Department’s operational requirements, the contractor is requires to work on-site in the Canberra office 5 days a week.
