Key duties and responsibilities

The Investment portfolio advisor’s key responsibilities would be:

  • Provide technical expertise and advice in relation to the aged care digital investment portfolio to support investment planning and delivery.
  • Advise on the application of relevant Whole of Government frameworks.
  • Advise on technical consideration, dependencies and delivery methods related to the investment scope.
  • Support medium and long term ICT investment planning aligned to aged care business outcomes and technical needs.
  • Provide advice to the Assistant Secretary and First Assistant Secretary as part of aged care ICT investment ad delivery planning.
  • Technical understanding of how aged care ICT underpins aged care policy outcomes.
  • Knowledge of enterprise and business architecture as applied to the Department and aged care.
  • Experience delivering within and advising on scaled agile and other ICT delivery methodologies.
  • Support business teams to plan digital delivery needs, understand technical dependencies and apply Whole of Government stage gates for digital funding.
  • Provide advice and guidance on assurance requirements once investments have occurred, and support response to assurance recommendations, including remediation where needed. 

Essential criteria

1. Methods and tools: Level 6 (SFIA)

Develops organisational policies, standards, and guidelines for methods and tools. Sets direction and leads in the introduction and use of techniques, methodologies and tools, to meet business requirements. Leads the development of organisational capabilities for methods and tools to ensure consistent adoption and adherence to policies and standards.

2. Portfolio management: Level 6 (SFIA)

Engages and influences senior managers to ensure the portfolio will deliver the agreed business objectives. Leads the definition of a portfolio of programmes, projects, and/or on-going service provision. Plans, schedules, monitors and reports on portfolio-related activities. Ensures that each part of the portfolio contributes to the overall achievement of the portfolio. Identifies portfolio-related issues. Notifies projects/programmes/change initiatives of issues and recommends and monitors corrective action. Collects, summarises and reports on portfolio measures. Reports on portfolio status as appropriate.

3. Strategic planning: Level 5 (SFIA)

Collates information and creates reports and insights to support strategy management processes. Ensures that all stakeholders are aware of the strategic management approach and timetables. Provides support and guidance to help stakeholders adhere to the approach. Develops and communicates plans to drive forward the strategy and related change planning. Contributes to the development of policies, standards and guidelines for strategy development and planning.

About the team

The Digital Strategy and Assurance Branch has responsibility for pioneering and delivering key government commitments to increase inter-agency interoperability through the delivery of integrated, IT enabled, projects, such as the My Aged Care & My Health Record project. The aged care landscape is complex, comprising of many varied and interconnected users, participants, stakeholders, programs, legislations, funding sources, access channels, ICT systems, data sources and government arrangements. The government has committed to delivering quality and safety reforms in the Aged Care sector, and the Department of Health Disability and Ageing requires an experienced aged care system knowledge investment portfolio advisor to support the planning, design, and delivery of the reform initiatives now and into the future.
