A SFIA 4 Test Analyst leads a team to test the function and interfaces of the systems which make
up the Department’s core business processing systems. They prepare, estimate, manage and
review testing documentation, ensuring relevant strategies, plans follow best practice and
management of risks are considered. They provide training on technical testing processes and work
closely with other test analysts to achieve testing outcomes.
A SFIA 4 Test Analyst works in an agile/iterative environment and undertakes specialist or technical
research and analysis activities. They identify opportunities for automation within software
processes, using scripts that test functionality through analysis, test preparation, test execution,
defect management, and technical troubleshooting activities.
They communicate across a range of media types, using various styles to suit different audiences
and understand and embrace the agency’s various ways of working and are agile in their approach
for collaboration and delivery of services.



  • ISTQB Foundation or equivalent certification
  • ISTQB Advanced Level Test Analyst or equivalent certification
  • Experience or knowledge of, DevOps, CI/CD pipelines and automation test tools
    Desirable certification or relevant practical experience:
  • ISTQB Foundation Agile Extension
  • ISTQB Foundation Level Mobile Application Testing
  • ISTQB Advanced Level Agile Technical Tester
  • ISTQB Advanced Level Technical Test Analyst

A SFIA 4 employee would generally be required to undertake work that is complex in nature, work
under limited direction with the opportunity for reasonable autonomy and accountability.
Employees at this level exercise both initiative and judgment in the interpretation of policy and in
the application of practices and procedures.
SFIA 4 employees provide detailed technical, professional, and/or policy advice in relation to
complex problems and may assist in strategic planning, program and project management and
policy development. Employees may have a considerable level of public contact in relation to
difficult or sensitive issues and may liaise with a range of stakeholders in a representational role.
Work may involve management responsibilities requiring the setting of priorities and managing
Demonstrated experience (6+ years) in Data Warehouse testing, including

  • Preparation and maintenance of test plans, test cases, test results and defect reporting
  • Data Warehousing testing with strong SQL skills and ETL knowledge
  • Testing tools (i.e. Azure DevOps)
  • Thorough understanding of testing practices and processes in agile and waterfall project
  • Ability to work independently, or at the direction of the Test Manager, following testing
  • Ability to work within team and/or autonomously as required.
  • Excellent communication, analytical, problem solving and time management skills.
  • Strong analytical, problem solving and negotiation skills.

Required services include, but are not limited to, the following

  1. Implement the test strategy and test plan across all projects/change
  2. Implement and adhere to testing methods and standards in line with department standards
  3. Prepare, create, maintain, execute and review test requirements and scripts, derived from
    design analysis and liaise with design, build and business teams
  4. Provide estimates of testing effort and progress for project management and planning
  5. Assign tasks to the test team and ensure timely delivery of test outcomes with quality
  6. Assist in the production release and review of all test deliverables
  7. Ensure test environment requirements are clearly documented and agreed
  8. Execute test scripts (when required)
  9. Produce metrics to measure testing quality and progress
  10. Apply project management principles in the development and delivery of testing objectives
    and outcomes
  11. Escalate risks, issues and assumptions identified during test planning, design or execution
    and communicate them to the Test Manager
  12. Work closely with business to clarify test requirements during test planning, design and
  13. Liaise with Business Analysts, System Analysts, Architects and Business Subject Matter
    Experts to clarify intended system behaviour and supporting business processes
  14. Collaborate with stakeholders and subject matter experts including the co-ordination of
    UAT with multiple business teams
  15. Support Test Manager in leading, developing Test Estimates, Test Schedule(s), Impact
    Analysis and resource co-ordination
  16. Prepare test signoff artefacts of test activity prior to production implementation
  17. Work with various testing methodologies including Waterfall and Agile
  18. Adhere to the Defect Management strategy to manage defects, gathering information for
    defect entries and identifying points of failure and organising resources in the investigation
    of issues
  19. Contribute to and review testing artefacts, including strategies, plans, risk assessments, test
    specifications and/or status reports
  20. Develop, document, monitor and improve testing processes and procedures and promote
    testing best practices
  21. Work collaboratively to identify, validate and implement business improvement strategies
    and change initiatives to contribute to the delivery of agency outcomes
  22. Assist the Enterprise Testing and Quality Assurance section and other teams with testing
  23. Provide leadership and direction to others and plan, coordinate and prepare individual
    performance, development and succession plans that contribute to the overall strategic
    direction of the agency
  24. Training and mentoring of staff involved in test design and execution
  25. Transfer skills and knowledge to departmental staff and ensure appropriate documentation
    is stored in accordance with the Department’s recordkeeping policy and practices.

  26. Test scripts and defect register
  27. Test progress reports
  28. Test summary plans
  29. Detailed test plans
  30. Other documentation as requested
