The Department of Foreign Affairs and Trade utilises both cloud and on-prem services, is uplifting its cyber security posture. A multi-year ICT program has been established to facilitate this objective. A (Systems Analyst) is required to assist with developing detailed mapping documentation to enable cloud migrations. The Systems Analyst will work closely with business units located both domestically and internationally to achieve this objective. The analyst will need to work with internal and external stakeholders (e.g. software vendors) to facilitate automated workflows between dependant systems.
The Information and Technology Division (IMD) comprises six branches and is responsible for the delivery and support of DFAT’s information and communications technologies. This includes managing technology infrastructure, delivering comprehensive ICT services and support, safeguarding data integrity and security, and strategies for future technological advancements aligned with organisational objectives.
IMD is responsible for the delivery of the Digital Uplift Program, one of DFAT’s key strategic ICT objectives. This program sits within the ICN Global Modernisation Branch (IGB) and is a multi-year program of work to replace, enhance and modernise components of the Department’s International Communications Network (ICN). The Program is multifaceted and will deliver over 15 projects to increase cyber security, ensure compliance with the Protective Security Policy Framework (PSPF) and Essential 8 mitigations.
Key duties and responsibilities
The Department requires an ICT infrastructure systems analyst to do the following tasks as part of a multi-skilled team environment:
- Examine existing analysis and mapping frameworks to determine if cyber security posture improvements and operational gains are possible,
- Liaise, and document learnings, based on discussions with a variety of organisational stakeholders who are located domestically and internationally,
- Consolidate and define organisational groups and roles in a format that supports automated migrations,
- Develop efficient operating models that work effectively in a distributed, security focused environment,
- Facilitate market approaches based on defined criteria,
- Collaborate with third-party engineering teams, and internal technical teams, to implement detailed business requirements, and
- Assist with transition to service documentation (e.g. standard operating procedures, knowledge base articles).

Technical skills
A degree in a related IT field and any training qualifications related to systems analysis, ICT infrastructure or cloud compute.
About the project
The project team is focused on the following activities:
• Migrating staff identities from on-prem to the cloud.
• Enhancing the protection of staff identities by levering modern cloud services and multi-factor authentication.
• Ensuring staff are only accessing the data and resources they require to perform their role.
• Onboarding and offboarding staff more efficiently, using automation where possible.
• Improving the efficiency of staff movements within the Department.
Essential criteria
1.• A minimum of 5-years systems analyst experience.
2.• High-level interpersonal and written communication skills.
3.• Demonstrated ability to perform analysis and produce deliverables based on existing analysis frameworks.
4.• Proven ability to develop functional and non-functional requirements for large-scale ICT infrastructure projects.
5.• Experience developing documentation to support competitive market approaches.
6.• An understanding of cloud-based services and their interaction with on-prem services. • Ability to produce operating models that work in a distributed, security focused organization. • Collaborate with the third-party engineering teams and internal technical resources to implement business requirements.
Required criteria
1.• Experience developing requirements for cloud services.
2.• Experience working on cyber security initiatives.
The role is being offered as a hybrid arrangement (typically 3 days in the office and 2 days from home) to be negotiated with the successful candidate. Interstate / remote working arrangements will only be considered if a suitable Canberra based candidate cannot be identified.
