Essential criteria
To fulfil the responsibilities of the role, the following criteria are considered
essential:

  • Minimum of 5 years previous experience in an IT Organisational Change
    Manager role delivering desired business outcomes in a large and
    complex information technology organisation.
  • Exceptional level of interpersonal, negotiation and communication skills
    and an ability to effectively develop strong working relationships with key
    internal and external stakeholders and operational staff.
  • Extensive knowledge of organisational change management
    methodologies, tools and structure.
  • Experience in the ADKAR, Kotter, Prosci,or ACMP change management
    methodology and applying it to Agile and Prince2 projects
  • Persuasive oral and written communication skills including effectiveness
    in negotiation and liaison.
  • Available to work from the Canberra DFAT offices at least 3 working
    days/week.
  • Interstate candidates must have ability to travel for face-to-face monthly
    meetings in Canberra (or more often as required) by DFAT at their own
    cost.
    Desirable criteria
  • Comfortable with new ways of thinking about accessibility and
    enthusiastic about accessible design & development will be highly
    regarded.
  • Experience working on secure government systems.
  • Experience working in a complex global ICT environment.
  • Qualification and/or accreditation in Change Management (ADKAR,
    Kotter, Prosci, ACMP).
  • Experience with project management systems, tools, and processes and
    how these are practically used in Agile and Waterfall environments
    (DevOps, Microsoft Teams, Microsoft Project).

The Department of Foreign Affairs and Trade (DFAT) promotes and

international rules, keep our region stable and help Australians overseas.
The Salesforce program within DFAT has been running since 2019 and is
responsible for a broad remit of new and ongoing work ranging from Consular
and Crisis support of Australians overseas, implementation of Trade
sanctions and governance, and implementation of Australian Student
Scholarship programs, to name a few. We are looking for motivated
professionals to join our dynamic team to deliver a sustainable Salesforce
ecosystem to manage a complex and varied workload.
The Change Manager will work closely with the Senior Leadership group to
manage the business and APS change activities to ensure effective delivery
of the business and APS capability and enable optimal realisation of desired,
measurable benefits.
The Change Manager will apply comprehensive knowledge of principles,
practices and theories as they relate to effective project and change

management, with particular regard to PRINCE2, Agile and PROSCI
methodologies.
The Change Manager will develop Change Management Plans and relevant
change artefacts to ensure the best outcomes for the relevant stakeholders;
covering holistic approach and using five change management levers to drive
successful change i.e. communications plan, sponsor roadmap, coaching
plan, training plan and resistance management plan.
The Change manager will lead, manage and develop the strategy,
implementation and evaluation of the project’s benefit management plan and
roadmap to ensure that the benefits are agreed with the Benefit Owner, and
their realisation is monitored progress against the milestones.
As part of this role the successful candidate will be required to deliver the
following:

  • Develop and deliver a Change management strategy and plan for the
    project.
  • Develop and deliver a communication management strategy and plan for
    the project.
  • Work as a member of project team to execute the agreed plan across all
    project stakeholders, where the plan will include (but is not limited to):
    ➢ communications for the projects,
    ➢ stakeholder management,
    ➢ user engagement and participation.
    ➢ implementation of the future system,
    ➢ user training,
    ➢ support,
    ➢ business process improvement.
  • Develop and deliver a change management plan structure and approach
    (including templates) that will assist stakeholders to subsequently
    develop their own internal change management plans for the project
    outputs. This plan will require clear role and responsibilities definition
    between the stakeholders and the project(s).
  • Provide weekly reports to the nominated manager / executive.
  • Report to and attend project meetings as required including project
    boards or user advisory groups.

It is expected that the successful candidate will be available to perform the services on a full-time equivalent basis of 8 hours / day over the initial engagement period. DFAT’s preference is for the services to be provided on-site at DFAT’s office location (51 Allara Street, Canberra), however flexible working arrangements may be considered on a case-by-case basis i.e. 3 days in office + 2 days from home.
