Key duties and responsibilities

ASD requires multiple APS6 equivalent Business Analysts to fill positions across the organisation. A merit pool will be created for future positions that may arise.

Suitable candidates will be required to complete ASD’s Organisational Suitability Assessment (OSA). This will be required either prior to commencing or within 12 months of commencement, as required by the assigned work area. ASD will allocate successful candidates to work areas based on operational needs.

Job Description:

The Business Analyst will work independently with the opportunity for reasonable autonomy and accountability for the achievement of outcomes of their work. They will exercise both initiative and judgement in the interpretation of policy and in the application of practices and procedures. They will provide detailed ICT business analysis technical, professional and policy advice in relation to complex work and contribute to strategic planning, program and project management and policy development. They will have considerable level of stakeholder engagement and may/will liaise with stakeholders in relation to complex issues. They will be required to identify, anticipate and respond to stakeholders’ needs and expectations to achieve work unit and agency outcomes.

Job Duties and Responsibilities may include:

  • Accountable for analysing stakeholder objectives and the underlying issues arising from investigations into business needs problems and opportunities.
  • Develop plans and select appropriate techniques at the correct level of detail to meet assigned objectives.
  • Provide advice and guidance to technical and non-technical stakeholders.
  • Identify potential business benefits and options to realise business improvements.
  • Build and sustain effective relationships with team members and actively participate in teamwork and group activities.
  • Work collaboratively with stakeholders and subject matter experts to gain commitment to business objectives.
  • Investigate business needs, problems and opportunities and contribute to business improvements.
  • Resolve problems in collaboration with stakeholders taking the initiative to identify alternative courses of action.
  • Accountable for accurate completion of work within timeframes, share own expertise with others and guide and mentor less experienced employees.
  • Appraise and verify new and updated business outcomes to ensure it meets Defence requirements.

Technical skills

• Holds a Bachelor degree or Diploma in business, business analytics or information technology. • Proficient in business intelligence tools, e.g. Power BI and Tableau

About the organisation

The Australian Signals Directorate (ASD) is a statutory agency in the Defence portfolio that defends Australia against global threats and advances our national interests through the provision of foreign signals intelligence, cyber security and offensive cyber operations as directed by the Australian Government.

Essential criteria

1. Business modelling: Level 3 (SFIA)

Conversant with techniques covering the full range of modelling situations. Models current and desired scenarios as directed. Selects appropriate modelling techniques for meeting assigned objectives. Gains agreement from subject matter experts on models produced. Reviews resulting models with stakeholders and resolves identified issues.

2. Business process improvement: Level 5 (SFIA)

Manages the execution of business process improvements. Analyses and designs business processes to identify alternative solutions to improve efficiency, effectiveness and exploit new technologies and automation. Develops graphical models of business processes to facilitate understanding and decision-making. Assesses the feasibility of business process changes and recommends alternative approaches. Selects, tailors and implements methods and tools for improving business processes at programme, project or team level. Contributes to the definition of organisational policies, standards, and guidelines for business process improvement.

3. Business situation analysis: Level 4 (SFIA)

Investigates business situations where there is some complexity and ambiguity. Adopts holistic view to identify and analyse problems and opportunities. Contributes to the selection of the approach and techniques to be used for business situation analysis. Conducts root cause analysis and identifies recommendations for improvements. Engages and collaborates with operational stakeholders.

4. Requirements definition and management: Level 4 (SFIA)

Defines and manages scoping, requirements definition and prioritisation activities for initiatives of medium size and complexity. Contributes to selecting the requirements approach. Facilitates input from stakeholders, provides constructive challenge and enables effective prioritisation of requirements. Establishes requirements base-lines, obtains formal agreement to requirements, and ensures traceability to source.

Desirable criteria

1. User experience analysis: Level 3 (SFIA)

Applies standard techniques and tools for developing user stories and eliciting user experience requirements. Organises and structures user experience analysis. Works with stakeholders to prioritise requirements and resolve conflicts.

Working arrangements will be at the discretion of the assigned work area, subject to operational need. Due to the nature of ASD’s operations, not all work areas can accommodate work from home. Most roles are based in Canberra. However, ASD may be able to accommodate candidates in the Melbourne, Brisbane or Perth facilities.
