Software Engineers have experience overseeing software development projects, writing optimised code, and provide technical leadership to a team of software engineers. They are responsible for the quality and functionality of the software produced by their team.

Development describes the function of creating design documents, developing, testing, supporting and maintaining applications and frameworks involved in the software development life cycle.

Senior Developers realise design, prototypes and testing support, and are responsible for the development of software and technical design. The role is responsible for the definition of software/technical design and realisation.

Senior Developers work under the limited direction of senior staff. They exercise both initiative and judgement in the interpretation of policy and in the application of practices and procedures. Decision-making is substantially dependent on judgement, skills and knowledge. Senior Developers manage and organise their own work in the context of competing priorities, including contributing to business planning, changes in workplace practices and business improvement strategies.

Key duties and responsibilities

Duties may include some or all of the following:

  • undertake analysis, design, development, prototyping, testing and maintenance activities
  • provide support to development teams to create ICT solutions
  • perform analysis of technical requirements to support project evaluation with proposed solutions
  • define software and technical designs for the realisation of high complexity custom solutions or conversion and migration solutions
  • ensure excellent quality and maintain high standards in software development
  • provide go-live support and maintenance for developments
  • escalate issues as identified and suggest alternative approaches
  • propose and facilitate innovative solutions to meet enterprise and user requirements
  • ensure compliance with endorsed software development methodologies
  • provide comprehensive technical support to senior staff
  • monitor workloads to ensure business goals are achieved
  • ensure work aligns with processes and overall delivery outcomes
  • perform cost analysis activities as required
  • develop documentation for review by senior staff including technical documentations and progress reports
  • collaborate with stakeholders to ensure effective and timely implementation of projects
  • maintain up-to-date knowledge of ICT policies and processes and transfer knowledge to other team members
  • exercise appropriate delegation in accordance with legislations and guidelines.

Technical skills

• Angular (20+) & TypeScript • Experience in Agile environments & MDTs • 2+ years experience in frontend development focusing on Angular • TypeScript & JavaScript • Working knowledge of HTML, CSS, CSS frameworks (such as Bootstrap) & responsive design principles • Knowledge of Business Driven Development (BDD) • Experience in unit testing frameworks (such as Jest) • Experience with RESTful APIs and integrating frontend applications with backend services • Version control systems like Git

Essential criteria

1.Methods and tools: Level 4 (SFIA)Provides advice and guidance to support the adoption of methods and tools and adherence to policies and standards. Tailors processes in line with agreed standards and evaluation of methods and tools. Reviews and improves usage and application of methods and tools.

2.Programming/software development: Level 4 (SFIA)Designs, codes, verifies, tests, documents, amends and refactors complex programs/scripts and integration software services. Contributes to the selection of the software development methods, tools and techniques. Applies agreed standards and tools to achieve well-engineered outcomes. Participates in reviews of own work and leads reviews of colleagues’ work.

3.Release and deployment: Level 4 (SFIA)Assesses and analyses release components for input to release scheduling. Maintains and administers tools and methods for software delivery, deployment and configuration. Maintains release processes and procedures.

4.Software configuration: Level 4 (SFIA)Designs, verifies, documents, amends and refactors complex software configurations for deployment. Contributes to the selection of the software configuration methods, tools and techniques. Applies agreed standards and tools, to achieve well-engineered outcomes. Participates in reviews of own work and leads reviews of colleagues’ work.

5.Software design: Level 3 (SFIA)Undertakes complete design of moderately complex software applications or components. Applies agreed standards, guidelines, patterns and tools. Assists as part of a team in the design of components of larger software systems. Specifies user and/or system interfaces. Creates multiple design views to address the different stakeholders’ concerns and to handle functional and non-functional requirements. Assists in the evaluation of options and trade-offs. Collaborates in reviews of work with others as appropriate.

6.Systems design: Level 4 (SFIA)Designs system components using appropriate modelling techniques following agreed architectures, design standards, patterns and methodology. Identifies and evaluates alternative design options and trade-offs. Creates multiple design views to address the concerns of the different stakeholders and to handle functional and non-functional requirements. Models, simulates or prototypes the behaviour of proposed system components to enable approval by stakeholders. Produces detailed design specifications to form the basis for the construction of systems. Reviews, verifies and improves own designs against specifications.

7.Systems integration and build: Level 4 (SFIA)Provides technical expertise to enable the configuration of system components and equipment for systems testing. Collaborates with technical teams to develop and agree system integration plans and report on progress. Defines complex/new integration builds. Ensures that integration test environments are correctly configured. Designs, performs and reports results of tests of the integration build. Identifies and documents system integration components for recording in the configuration management system. Recommends and implements improvements to processes and tools.

8.Testing: Level 3 (SFIA)Designs test cases and test scripts under own direction, mapping back to pre-determined criteria, recording and reporting test outcomes. Participates in requirement, design and specification reviews, and uses this information to design test plans and test conditions. Applies agreed standards to specify and perform manual and automated testing. Automates testing tasks and builds test coverage through existing or new infrastructure. Analyses and reports on test activities, results, issues and risks.

Desirable criteria

1.Application support: Level 3 (SFIA)Follows agreed procedures to identify and resolve issues with applications. Uses application management software and tools to collect agreed performance statistics. Carries out agreed applications maintenance tasks.



Location is capital city of selected states. Other locations will not be accepted. The Labour Hire Worker is to work from the RFQ location on a full-time basis for the first 6 weeks. A hybrid WFH arrangement, usually a minimum of 3 days/week onsite, will be considered from the location identified in this RFQ, to ensure that where Labour Hire Workers need to attend the office for ad hoc/emergency reasons etc, they can do so within a reasonable travel time and distance close to their home.
